*********************** Community Safety Alert - David Daniel Carrie

The Sault Ste. Marie Police Service is issuing a Community Safety Alert in regards to David Daniel Carrie.

Chief Davies is releasing this alert to the public under the Community Safety Act.

This release and notification to the public is being issued after the review of information received from Correctional Services Canada and careful review of the issues of public safety by senior investigators and Chief Davies.

Correctional Services Canada noted: "Carrie’s extensive and violent criminal history, absence of risk reduction and programming and detained status demonstrates that he continues to be a risk to the community." In July of this year Carrie completed his full five-year prison term for sexual assault, forcible confinement, unlawfully causing bodily harm and uttering threats.

On the 19th of July the Sault Ste. Marie Police Service brought Carrie before the courts and was successful in having Carrie entered into a Judicial Restraining Order (CC 810.2) upon his release from his full prison term.

The 810.2, which is valid for 12 months, has a number of conditions along with it and police advised Carrie that the violation of any of the conditions would result in his arrest.

The conditions include:

- not to contact, communicate with or molest, harass or annoy the victim of the crime he served time for

- stay away from her address, place of employment or education

- notify Sgt. Davey of the Sault Ste Marie Police Service within 24 hours of getting an new address and any change of address

- report to the Sault Ste. Marie Police Service every Friday between 9 a.m. and 5 p.m.

- be in his place of residence between 12 midnight and 7 a.m.

- carry the order with him and show police upon request - not possess any firearm, crossbow, prohibited weapon, restricted weapon, ammunition or explosive substance - not to possess, purchase or consume any alcohol or controlled substance unless prescribed by a medical practitioner

- not to attend any premises where alcohol is served, sold or dispensed except for meals

- present himself to the door of his residence to a uniformed police officer upon request

- if travelling outside of Sault Ste. Marie to advised the Sault Ste. Marie Police Service Court Office upon departure and upon return as well as to notify the police service at the destination point of his arrival.

The Sault Ste. Marie Police Service monitored Carrie to ensure that he was abiding by his conditions.

On the 26th of July Carrie was observed by officers breaching his conditions by being inside a licenced premise and was arrested for breaching his conditions of the 810.2 and appeared in bail court on July 27th.

It is alleged that on the 26th of August Carrie violated his release conditions in relation to his curfew hours of midnight and 7 a.m. daily.

Officers made several attempts to locate Carrie to arrest him without success.

As a result the Sault Ste. Marie Police Service issued a warrant for his arrest and issued a news release seeking the public's assistance in locating Carrie.

At the time of this release, Carrie is still wanted and has not been located.

His last known address is 4 Huntington Park.

In keeping with the paramount need to ensure optimum public safety, Chief Robert Davies feels that there are sufficient grounds to disclose the identity of David Daniel Carrie pursuant to the Community Safety Act, the Freedom of Information Act and the Police Services Act of Ontario.

Also in light of this alleged second breach of conditions imposed by the 810.2 in a short period of time after his release and the earlier arrest, this release is being issued to the public as a precautionary measure.

The Sault Ste. Marie Police Service will continue to undertake all options, available operationally and within legislation, to maintain the safety of the community.

Carrie is described as a white male, 6'1" tall (185 cm), 260 pounds (121 kg), with brown hair, brown eyes and a moustache.

Carrie also has a tattoo on his left arm with the words "White Pride" along with a graphic depiction of a skull(s).
