Prince announces new administrator, 4 months after firing CAO

The new administrator will be the third person to hold the position in less than a year

Prince Township has a new municipal administrator.

In a press release, the township's council says it began the process to fill the role in April, and the new administrator started in the position on Tuesday.

Andrew Nowlan is a resident of the township, and brings over 25 years of private sector experience to the role, says the township.

This will be Prince Township's third municipal administrator in less than a year. In March, the township fired then-CAO-Clerk-Treasurer Mary Lynn Duguay - a controversial move that drew criticism from residents.

Duguay told SooToday her firing came after she raised pay equity concerns with council. She said no explanation was given for her termination.  

Duguay replaced Peggy Greco, who resigned from the same post in late October, citing a heavy workload and low wages, among other concerns.

Mayor Ken Lamming and members of council are extremely excited to have filled the new municipal administrator’s role in Prince Township. Council had engaged the services of E4m to conduct a professional search for the new individual and this process began in mid April 2022, with advertising in major municipal industry publications and concluded with recommendations to Council in late June 2022.

Prince Township mayor and council are pleased to announce the appointment of Mr. Andrew Nowlan as the new municipal administrator.

“We are so excited as a council to have moved forward and completed this very important initiative to find the right person for this role that is both experienced and committed to Prince Township,” stated Mayor Ken Lamming.

“We have great confidence in the approach that E4m undertook to ensure we found an experienced professional that will lead the administrative and procedural process of the township, while allowing council to focus on governance related matters,” stated Councillor Palumbo.

Mr. Nowlan brings over 25 years of private sector, business, and banking experience to this new administrative role at Prince Township including human resource, negotiating and overall organizational skills which will fully complement this municipal administrator’s position. Mr. Nowlan is also a resident of Prince Township which is a definite asset to this community, including his ability to work and live in Prince while also fully understanding both the opportunities and challenges of his new workplace.

“I am so excited that this opportunity came along in my hometown, and I know that I will be able to utilize both my personal and professional experience to undertake my new responsibilities at Prince Township. I want to thank E4m, mayor and council for recognizing my abilities and providing me this opportunity to guide and lead our experienced staff, while ensuring that I continue to support the elected officials both in this term and heading into a new term, post the Oct. 24, 2022 municipal elections,” stated Nowlan.

“It was an important step for mayor and council to have now appointed Mr. Nowlan to this municipal administrator’s position and we will encourage him to ensure that he interacts with and keeps our residents of Prince apprised of the progress we are collectively making towards the betterment of this community, stated Councillor Caputo.

Councillor Chambers congratulated Mr. Nowlan on his appointment. “It is so fortunate that we not only found an experienced administrative professional, but he is also a Prince Township resident, which allows him to understand our unique local opportunities and challenges.”

Mr. Nowlan assumed his new responsibilities at Prince Township on July 19, 2022
