Position Summary
The Planning and Evaluation Specialist (PES) facilitates effective and efficient programs and services at Algoma Public Health (APH) by providing support to health unit teams in the areas of project and program planning, evaluation, and continuous quality improvement. The PES provides APH staff and teams with organizational tools, resources and systematic processes to achieve integration, collaboration and consistency in a culture of continuous learning and quality improvement.
As part of the Foundations and Strategic Support team, the PES will build capacity and support the planning, implementation and evaluation of evidence-informed public health interventions, which improve population health outcomes and advance health equity. The PES will work to support agency-wide requirements within the Effective Public Health Practice Standard, while supporting work within other foundational standards, as required.
As part of this role, the Planning and Evaluation Specialist will:
• Apply advanced knowledge of population health, determinants of health, and evidence-informed decision making to support the work of local public health.
• Collaborate with various specialist positions as part of a team that supports program planning and evaluation, research, knowledge exchange, quality and transparency, population health assessment and emergency management at both program and agency levels.
• Facilitate individual and group planning and evaluation of health unit programs, services and projects, including program logic models, situational assessments, environmental scans, program planning, consultation papers, operational plans, process and outcome evaluation plans, and related reports.
• Facilitate the needs assessment and evaluation of educational and promotional materials and other communications products (e.g., media releases, web content, campaigns, and social media).
• Establish new and maintain effective relationships with both internal and external stakeholders.
• Collect, create, analyze and disseminate evidence to support decision-making and the planning and evaluation of existing and new initiatives/programs that meet the needs of Algoma using a health equity approach.
• Support capacity building and training opportunities for staff and/or students related to the development, implementation and evaluation of evidence-informed public health interventions.
Qualifications, Experience, and Skills for this position include (but not limited to):
• Master's degree in public health, evaluation, planning, health promotion, epidemiology, or related discipline, preferably with 5 years of experience.
• Recent experience working in a local public health agency, preferably in program planning and evaluation or a related role.
• Knowledge of evaluation principles, methods and techniques including process and outcome evaluations, using qualitative, quantitative and mixed methodologies.
• Credentialed Evaluator designation through the Canadian Evaluation Society would be considered an asset, or willingness to pursue this designation over the course of employment.
• Knowledge of the planning process and experience utilizing frameworks, models and tools for strategic, evidence-informed planning of programs and services.
• Familiar with change management frameworks, and experience planning for and implementing strategies to facilitate organizational and program-level change.
• Knowledge and understanding of the main requirements for designing and implementing surveys or questionnaires, as well as process for analyzing and synthesizing findings to inform planning and evaluation.
• Ability to integrate contextual factors with research and evidence into program and service planning and evaluation.
• Familiar with the Ontario Public Health Standards.
• Experience using population health information to guide the planning and evaluation of programs and services.
• Ability to prepare and deliver high quality written reports and presentations for diverse audiences and purposes.
• Demonstrated skills related to consensus-building, facilitation, negotiation and consultation among diverse audiences.
• Experience facilitating and supporting knowledge exchange and education sessions.
• Ability to work in a self-directed, and highly responsive manner, to establish priorities and balance multiple projects.
• Competence in Microsoft Office applications, including Word, Excel, PowerPoint, and Outlook, as well as planning and reference management software.
• Advanced oral and written proficiency in English is essential, proficiency in both official languages considered an asset.
• Must be reliable and have a good attendance record.
• Ability to work outside regular business hours, including weekends and evenings, as required.
• Requires a valid “G” Ontario Driver’s License and use of a reliable vehicle.
• A current Police Vulnerable Sector Check (PVSC) with satisfactory clearance is a condition of employment, at own expense.
