Five people charged during traffic stop

Four of the individuals are facing weapons charges and one was arrested on a existing warrant

Five people were arrested during a traffic stop in the early morning hours of July 6.

Sault Ste. Marie Police had a warrant for the arrest of Devon Floyd in connection to a forcible confinement investigation on July 3, and was arrested after he was recognized by Patrol Services.

The other four occupants of the car, Allan Ralph, Dion Gallant, Nicole Hogan and Jessie Rice, are facing weapons charges, after a tazer, a replica firearm and a knife were found in the car.

On July 6, 2022, officers with Patrol Services conducted a traffic stop in the 200 block of McNabb Street. Upon approaching the vehicle officers observed five people in the vehicle and identified one of the passengers as 33-year-old Devon Floyd. Officers discovered Devon Floyd was wanted in connection with a forcible confinement investigation and placed the accused under arrest.

A subsequent search of the vehicle following Devon Floyd’s arrest officers located an imitation firearm, taser and spring-loaded knife. After locating the items, the four other occupants, the driver 33-year-old Allan Ralph, front passenger, 35-year-old Dion Gallant, and rear passengers, 27-year-old Nicole Hogan and 37-year-old Jessie Rice were arrested.

Allan Ralph is charged with,

  • Possession of a Prohibited Device or Ammunition x3

The accused was released on an undertaking and is scheduled to appear in court on September 19, 2022.

Dion Gallant is charged with,

  • Possession of a Prohibited Device or Ammunition x3
  • Breach of Probation x5

The accused was released on an undertaking and is scheduled to appear in court on September 19, 2022.

Nicole Hogan is charged with,

  • Possession of a Prohibited Device or Ammunition x3

The accused was released on an undertaking and is scheduled to appear in court on September 19, 2022.

Jessie Rice is charged with,

  • Possession of a Prohibited Device or Ammunition x3

The accused was released on an undertaking and is scheduled to appear in court on September 19, 2022.

On July 3, 2022, Devon Floyd was with the victim at a residence in the 0-100 block of Cunningham Road. While inside the residence, the victim attempted to leave, but the accused would not let them leave and threatened to harm the victim. The accused then tied the victim’s hands together to prevent them from trying to leave. While the victim was restrained the accused stole their phone, and some money. After some time, the accused let the victim leave the residence.

As a result of the ensuing investigation, a warrant was requested and issued for the accused’s arrest.

On July 6, 2022, around 2:50 a.m. officers arrested the accused following a traffic stop.

The accused is charged with,

  • Forcible Confinement
  • Robbery
  • Uttering Threats
  • Possession of a Prohibited Device or Ammunition x3
  • Fail to Comply with Release Order x7

The accused was held in custody pending a bail hearing.
